Most computers without a static IP network number (commonly office, lab, laptop computers) have inbound (Internet to your computer) network blocking to prevent access on ports below 1024, which helps to prevent some types of anonymous attacks against these computers. Outbound mail (port 25, not Lotus Notes) is also blocked on most computers without a static IP network number to reduce open relay (e-mail based virus/spamming) problems.
